A seasoned Senior Monitoring, Evaluation & Learning Specialist with extensive experience in designing and implementing MEAL systems for a great number of donors. Oversees the design and implementation of the program’s monitoring and evaluation system in accordance with USAID regulations and Global Communities’ standards. Specific responsibilities include, but are not limited to, the following:
- Activity Monitoring Evaluation and Learning Plan
Prepare an Activity Monitoring Evaluation and Learning Plan (AMELP): Develop a comprehensive AMELP that includes detailed methodologies for monitoring and evaluation. This plan should outline clear, measurable indicators, data collection methods, and timelines for assessing the program's performance and impact. Ensure alignment with USAID regulations and Global Communities' standards to meet donor and organizational requirements.
- Reporting System Design
Design a Reporting System: Establish a robust reporting system that effectively communicates program performance to decision-makers. This system should provide timely insights into activity progress, highlight areas requiring attention, and support strategic decision-making. It should include dashboards, regular progress reports, and ad-hoc analysis as needed.
- Data Collection Supervision
Supervise Data Collection: Oversee the systematic collection of both quantitative and qualitative data. Ensure that data collection methods are scientifically sound, ethical, and aligned with best practices. Implement and enforce strict data quality standards and procedures to guarantee the accuracy, reliability, and validity of collected data.
- Data Analysis and Reporting
Oversee Data Analysis and Reporting: Lead the analysis of collected data to assess progress against established targets. Identify and highlight emerging trends, patterns, and insights. Prepare clear, concise, and actionable reports that detail findings and conclusions, providing stakeholders with a comprehensive understanding of program achievements and areas for improvement.
- Capacity Building
Strengthen Skills of Staff and Partners: Develop and implement capacity-building initiatives to enhance the monitoring and evaluation skills of staff and program partners. Conduct training sessions, workshops, and continuous support activities. Oversee the M&E activities conducted by sub-grantees, ensuring they adhere to established standards and methodologies.
- DIS System Reporting
Report Progress on the DIS System: Maintain accurate and up-to-date records in the Development Information Solution (DIS) system. Ensure timely and precise reporting of program progress, achievements, and challenges as required by USAID and other stakeholders.
- IT & DIS Officer Management
Manage and Supervise the IT & DIS Officer: Provide leadership and oversight to the IT & DIS Officer. Ensure their activities align with the program’s monitoring and evaluation goals. Support their professional development and ensure they have the resources and guidance needed to effectively manage the program’s IT and data information systems
• Ensure the development, operationalization, quality management and implementation of project MEAL plans, tools and activities in accordance with CRS MEAL requirements, good practices, and donor requirements.
• Effectively manage talent and supervise CP accountability staff. Provide excellent matrix management, technical guidance and capacity building for MEAL staff to meet their job requirements. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of MEAL staff, and complete performance management for direct reports. Ensure strong team dynamics and support staff wellbeing.
• Provide technical leadership for quality MEAL design, including tools and methods, appropriate to scope, context, and technical requirements of projects.
• Provide technical leadership for analysis of MEAL data, qualitative and quantitative. Ensure quality of data and data management practices informed by periodic data quality assessments. Integrate timely data analysis, reflection and interpretation and use with ongoing project activities.
Enable the project team to regularly and timely reflect on project data throughout the project cycle to inform adaptive management of the project.
• Oversee accountability throughout the Country Program, including implementation of the
Feedback, Complaints and Response Mechanism (FCRM), in alignment with the FCRM Standard Operating Procedure. Proactively identify issues, report them to inform adjustments to plans and implementation schedules. Ensure the management of the
FCRM upholds the agency’s commitment to safeguarding.
• Identify staff capacity needs and technical assistance needs of partner organizations and contribute to capacity strengthening and required interventions to support quality project implementation.
• Ensure Quantitative and Qualitative data collection using MDM monitoring and evaluation tools (Monitool), and archive data in an appropriate and confidential way.
• Support MDM and Local partner medical and mental health teams to implement the necessary tools and follow-up system for data collection and monitoring of activities and project indicators.
• Ensure data compilation and guarantee timely and accurate information
• With the support of the thematic technical managers, verify the accuracy of provided information (number of consultations, morbidity, etc.).
• Monitor the indicators, analysis and interpretation of data, proposition of adjustments if needed.
• Responsible to develop and implement client satisfaction and accountability mechanisms in all projects.
Implement and manage accountability mechanism to beneficiaries’ in line with MDM client satisfaction and accountability frameworks.
Ensure that beneficiary feedback is adequately captured, analyzed, and utilized by the program team.
Participate regularly in monitoring meetings, program review sessions and disseminate program quality report.
• Support the coordination team and the thematic managers in ensuring the quality of the internal technical performance and in developing technical capacity building plans for the team.
• Support the local partner M&E officer and thematic managers in developing and implementing the local partner MEAL plans.
Capacity building of MDM and local partner staff on using MDM monitoring and evaluation tools (Monitool) and data collection and satisfaction methods
- Reporting, follow up and monitoring
• Contribute to the development of timely and high-quality reports for donors in collaboration with Field coordinator, Medical coordinator and local partner’s managers and ensure timely submission of reports to the country coordination team.
• Work closely with the program management of MDM and local partner to adapt all the required data management procedures in order to prepare data for reporting in timely manner.
• Contribute to the regular Program progress reports and tracking progress against key indicators.
• Contribute to the development of timely progress reports against targets set in the proposal/s on quarterly and annual basis.
• Synthesize and analyze data for summary and thematic reports on MEAL findings.
• Generating summaries for analysis when required (graphs, tables, reports) from the databases.
• Contribute to the monthly reporting and ensure contribution from all relevant teams
• Support drafting proposals and reports to donors with the support of the other relevant colleagues (medical and non-medical)
• Work in close collaboration with the thematic managers and coordinators to ensure consistency and quality throughout the report.
• Work in close collaboration with Log and Admin managers to ensure coherence between budget and narrative.
- Technical and Systems Development
• Contribute to the development and updating of the consolidated AME work plan and AME frameworks for all ongoing projects.
• Implement the AME policies and procedures as described in the ACTED AME standard guidelines and make sure that the tools are followed as applicable.
• Contribute to an effective roll-out of M&E collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed.
• Develop the ToRs and mission plans and carry out assessments, monitoring and evaluations
(baselines, mid-terms, endlines) as reflected in the ToR and mission plan
• Develop and oversee the implementation of appropriate data collection and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, keyinformant interviews) and data/information dissemination/utilization plans
• Closely assist and/or supervise data collection activities, manage efficiently large monitoring data sets, including supervising and/or performing data entry
• Perform and/or supervise field staff during monitoring missions and/or needs’ assessments, with transparency, accuracy and timeliness
• Maintain electronic and/or paper-based MIS systems for tracking and reporting all quantitative data and information including reporting on ACTED’s 16 global strategic program indicators
• Analyze AME data and produce reports, factsheets with useful statistical analysis and presentation

• Measure and report on qualitative and quantitative input, process, output, outcome, impact, objective, and goal-level performance indicators for all projects

• Participate in AME-related conferences and workshops when possible and stay up to date of best practices and new knowledge created in the field of AME
• Developing an M&E system, including designing a framework for the monitoring and evaluation of the MDM project activities and defining methodologies for collecting data that will be used for monitoring the effective implementation of the MDM projects
• Working closely with all MDM teams to ensure timely and accurate collection of data required for regular updating of the relevant Indicators including the ones set out in the Delegation Agreement that will be used to assess the progress of implementation of the MDM projects
• Conducting on a regular basis an internal monitoring and evaluation of results and impact of the projects, and preparing reports that report on implementation progress, including implementation problems, and making recommendations for corrective action

Job Requirements:
• Participate in the design of the Project’s Performance Management Plan (PMP)
• Work with M&E Manager to develop M&E workplans for the quarter and each year
• Design program monitoring and evaluation tools in coordination with technical staff related to various intervention areas of the project
• Coordinate with the M&E Manager’s, Technical Advisors’ and Consortium partners’ planned activities for project monitoring.
