- Provide the support to the national and local health authorities, partner with UN agencies, international, governmental and nongovernmental organizations/institutions, to: Assess and map existing and emerging infectious and non infectious health risks and develop risk profile based on a risk assessment.
- Manage the WHE emergency response in the regional members states with main focus on biological hazards and outbreaks and directly oversees the WHO's emergency response programme with country offices (WCOs).
- Provide technical guidance to WCOs and local health authorities and partners on the establishment/strengthening of a national and sub-national Emergency Management System /Emergency Operation Cell (IMS/EOC) for multi-sectoral emergency management that includes staffing, defined roles/responsibilities and resources for key functional areas.
