MOPCO is a great petrochemical plant converting the natural gas to Ammonia and Urea fertilizers, I have shared in the preparation phase of Urea& Ammonia plant in Damietta project. Mange the HSE team from construction phase to operations phase through commissioning phase. Liaise with the main contractor (EPC), Uhde (TKIS) for all HSE activities. Participated in most of studies and pre-qualifications preview for the EPC contractors QHSE tender documents. Shared in the preparation of EIA study for the civil phase of Damietta Project. Participated in internal and external committees studying and trouble shooting of the Utilities supply and raw materials such as cooling water, natural gas supply pipeline project. Prepared and executed the tendering process of the PPE supply , the evaluation and awarding process. Shared in overall site preparation with the main contactor Uhde & local contractor Petrojet. Manage the HSE sector for the routine project activities for the Ammonia& Urea and Utilities Manage the commissioning HSE activities in the new two urea plants with the new shareholder ENPC(E-Agrium) at Damietta plant.

Dolphin is a new mega gas plant produces 2100MMSCFD With 4 trains for gas treatments and compression to export dry/ sweet gas from Qatar to UAE.

Under the authority of the Operations Manager, ensure that DEL HSE policies and regulations are implemented within the operated facilities covering the two 36” offshore pipelines , RLC gas plant with all its process, utilities ,power generations 35 MWatt, storage , loading facilities and 48" export line ( underwater ). Ensure that DEL operated facilities are a safe and healthy workplace for all employees and contractors.

Ensures that potential risks that could harm, restrict or terminate Company operations are well identified and that corrective plans to minimize these potential risks are developed and implemented.

Organize and supervise the Operations & HSE team, and in particular the firefighting team and medical service, during site emergencies.

Organize the Incident Investigation and Reporting for the DEL operated facilities and ensures that follow-up of the implementation of corrective actions is correctly done.

Organize and lead all Operations & HSE services needs on site, including Risk Analysis, Safety Engineering, Operational & Safety, Pipeline Safety, Fire Protection and Plant Fire Services, Industrial Hygiene; Occupational Health, Emergency Preparedness and Environmental Protection.

Organize and lead HSE training for Qatari and others.

To ensure the smooth operation of all units in Utilities/Offsite/Tank farm and Gas Compression sections.
• To lead the shift team and operate the plant efficiently and safely in line with production targets and QHSE standards.
• Supervise the shift team activities taking into consideration any maintenance works and other ongoing major projects implementation.
• Participate in commissioning and start-up activities in accordance with the approved procedures.
• Ensure implementation of daily and standing instructions and keep Area Superintendents informed of plant operating status.
• Conduct regular inspections of the assigned area during the shift to identify abnormalities, potential hazards or unsafe conditions, and take appropriate action within the established guidelines.
• Raise maintenance work orders as required. Review and authorize the maintenance work orders raised by subordinates.
• Participate in all task risk analysis with maintenance.
• Issue/review work permits to ensure safe execution of the jobs at work site. Stop any unsafe work permits and activities.
• Ensure safe preparation of equipment prior to releasing work permits for maintenance activities.
• Initiate and review chemicals requirements in the assigned area.
• Ensure shift logbooks and reports are completed up-to-date and the plant operational status is communicated both verbally and in writing during shift duty changeovers.
• Conduct initial incident investigations and report all accidents or incidents occurring during the shift.
• Report all accidents, incidents or near misses to higher management.
• Act as “Incident Controller” as per company emergency response plan until relieved by a higher authority.

a) Manage and supervise the QHSE & Operations activities to ensure that the Company's obligations to legal and statutory requirements are met through suitable strategies, policies, procedures, instructions and controls.

b) Organize and Implement the annual QHSE & Operations Site Inspection program, and provide input to the concerned Plant Management for the improvement of the existing facilities, Organize and participate in QHSE & Operations meetings, receive and review the inspection reports, provide HSE & Operations expertise, assistance and follows up on implementation of any recommended actions.
c) Develop and assesse the implementation of monitoring programs for work sites and activities to ensure that Company Health/Safety/Environment procedures/ instructions are strictly followed, and implement the QHSE training as necessary.
d) Direct the Accidents/Incidents and Near Misses investigation process for all Company and contractor personnel to ensure full reports and analysis are provided. Evaluate the analysis data from the accidents/incidents and near misses reports and formulate recommendations for remedial action to prevent recurrences. Prepare regular reports injuries sustained in the Company, and statistical reports to appraise the state of Company concerning QHSE.
e) Develop, modify and update QHSE & Operations management system manual, procedures and instructions, loss prevention control, emergency response plan manual and procedures, contractors’ safety regulations and other manuals/ procedures required to regulate safety activities.

Upkeep and maintenance of Company’s Safety Management system, Environmental Management system, Quality Management system (ISO 9001-2008, ISO 14001-2004,ISO 18001-2007)
f) Perform job safety analyses which are required for any critical task in the Company and suggest the adequate control measures to execute the job safely. Make periodic tours of plant areas with members of the HSE committees, participate in committee discussions, provides information and advice on remedies and improvement areas
g) Develop, maintain and implement HSE Management System including the Health/Safety/Environment Manual, Procedures, instructions and other related documents based on OHSAS 18001 and the applicable industry practices and standards.
h) Develop and organize the hazards identification and risk assessment for Company plants and activities. Participate in HACCP and other safety studies related to modifications and new projects.
i) Ensure that new employees, contactors and visitors have attended the safety training prior to entering the Company plant facilities.
j) Direct and control the preparation of the budget and the Department capital expenditure and follows closely on the budget and provide justification for any negative deviation of the Department’s budget.

Crude Refinery Units. As Process SPECIALIST to keep the operation in steady case and make all work permits for maintenances jobs to safe energy and time for the following units :

- Vacuum distillation : three units where I shared in the construction punching team to deliver the equipment's as towers , pumps , furnaces ( commissioning and start up ) , heat exchangers, water coolers, air coolers, vacuum system , ejectors, chemical injection of ammonia- anticorrosive and fuel oil firing system. All of those are practically to produce high quality products. Preparing daily/weekly and monthly reports for operations manager.

- Atmospheric Distillation units: four units - CD1 A,B,CD2 , CD3,VRU, Naphtha treatment, Butane treatment, Flare, API separator , Skim basin ( commissioning and start up ). All of those are practically to produce butane , kerosene,gasoil,gasoline , naphtha and mazote fuel oil. Using (Honeywell, Fisher, Yokogawa, ABB, Evaco and Simens), also for any Oil movement and transportation from ships to storage tanks and through pipelines to the refineries.

for chemicals & Fertilizers industries - SUEZ :

QHSE Shift leader in units of Hydrogen gas, ammonia gas, sulfuric acid, Nitric acid, Ammonium nitrate, water treatment units, where I am dealing with all the experiments and tests for the ores and products through the production process

(concentration- gravity, purity, sieve analysis), water tests for boilers (TDS, PH, HARDNESS, SALTS content, Conductivity, phosphate, Silica, Iron content, Alkalinity).

I work in the construction team and startup operation team as safety site engineer in Hydrogen gas plant and its utilities to prepare HAZOP procedures for the unit. Also I worked in the construction team and operation of ammonium nitrate plant and prepare all the documents of the environmental reports for the authorities in Egypt. Sharing in the head team of the HAZOP and HAZAN for all components of the unit.

Worked as assistant safety officer for the contractor HSE site officer in the project of Ammonium Nitrate and Ammonium Sulfate fertilizers plants.

I was preparing all HSE project related documents including PTW, TRA, HSE committee MEMOs. Coordinate and communicate with the local QSHE authorities for the daily, monthly and annually HSE reports. Worked as local Arabic HSE and fire fighting trainer for the new joined staff. Did all site safety inspection and daily audit actions like safety equipment daily check, FF daily and routine check.
